TPM Development Project: Connection Charges Consultation

The EA’s TPM guidelines in respect of the connection charge are essentially the same as the 2006 TPM guidelines and the draft guidelines.  


Consultation

On Monday, 24 August 2020, we released a consultation paper seeking feedback on our initial assessment of the opportunity to improve the connection charges method and related provisions. These are technical elements that in most cases are at a level of detail not considered by the EA’s reform process to date. 

Many of the changes reflect opportunities for improvement to the current TPM that we have identified over time. The paper also explores options that may help to resolve the ‘first-mover disadvantage’ for connection investments, and Additional Components A (Classification of assets during staged commissioning) and B (Effect of other parties connecting to grid assets).

Cross-submissions

We are now inviting cross-submissions on the consultation submissions published above. 

The cross-submission period will be one week, from Tuesday 15 September until 5pm on Monday, 21 September. Cross-submissions will be published on the morning of Tuesday, 22 September.

No extensions for the submission or cross-submission period will be provided, but late submissions will be published on our website for completeness.

Cross-submissions can be sent to tpm@transpower.co.nz and will be acknowledged on receipt.
