We are preparing our RCP Proposal for the Commission for 2025-2030 (RCP4). We are required to submit our proposal to the Commerce Commission by 1 December 2023.
From March 2023, our proposal will be reviewed by an Independent Verifier. The Verifier’s role will be to evaluate whether Transpower’s proposed services measures, proposed capital expenditure, proposed operating expenditure, and key assumptions are consistent with the efficient costs of a prudent supplier. The Verifier’s report will be provided to the Commission, and published, alongside our proposal.
As part of preparing our RCP4 proposal for review by the Verifier, and eventual submission to the Commission, we will be engaging with our customers and interested stakeholders on services we deliver, and how we deliver them, into the future, consulting on key outcomes we intend to deliver to customers from 2025:
- Reliable and safe network (at service levels customers are willing to pay for)
- Resilient network
- Environmentally sustainable network
- Enabling electrification and connecting new renewables.
We will be engaging on a range of topics prior to issuing our draft RCP4 plan:
- Service measures
- Asset management
- Material portfolios
- Base capex E&D

We will be issuing our draft RCP4 plan on 30 September 2022. Submissions will be due 31 October. This timing allows us to better incorporate customers’ feedback into our planning before it is reviewed by the Verifier.
These dates may be subject to change and will be updated here. Subject to feedback we receive, we may run a further consultation round in early 2023.
