Dispensations and equivalence arrangements

Asset Owners have the right to apply and seek approval for an equivalence arrangement or granting of a dispensation.

If you are an Asset Owner who cannot comply with Asset Owner Performance Obligations (AOPO) or a Technical Code obligation in respect of a particular asset or configuration of assets, being an existing, new or proposed asset, then in accordance with Schedule 8.1 of Part 8 of the Code you may apply for:

• an equivalence arrangement to be approved, or
• dispensation to be granted.

SO Register

Dispensations and equivalence arrangements are managed in the SO Register in the Operations Customer Portal. This includes applying for a dispensation or equivalence arrangement, through to approval and publication.

To submit an application for a dispensation or equivalence arrangement, you will need registered access to the SO Register as an Asset Owner. If you are new to the portal, you need to request initial Admin access to the SO Register. You can request access by filling in the FM-EA-938 Operations Customer Portal Admin Users Form and sending the request to [email protected].

The SO Register also records and provides public access to a register of:

• draft decisions for –
  • granting dispensations
  • varying or revoking dispensation and equivalence arrangements, and;
• final decisions for granting dispensations and approving equivalence arrangements.

Asset Owners, registered users, and the public can access the SO Register in the Operations Customer Portal here.

Dispensation and equivalence arrangement application – Industry Consultation

Draft decisions on dispensations or equivalence applications will be sent out for industry consultation before the System Operator publishes its final decision. The SO Register application will send out a notification of the draft decision to all market participants. The consultation period will take 10 business days. To submit a response to a consultation, you will need to be set up as a registered user. You can seek registered user access by registering on the SO Register application here.

Two sets of training material are available to support Asset Owners in their application for a dispensation or equivalence arrangement using SO Register in the Operations Customer Portal:

• An animation video - to explain when and how to apply for a dispensation or equivalence arrangement; and
• A set of instruction videos – how to use and navigate the SO Register application..
