Your Rights
If you are an Asset Owner who cannot comply with an Asset Owner Performance Obligation (AOPO) or a Technical Code obligation related to an existing, new or proposed asset(s), then Schedule 8.1 of Part 8 of the Code (link) indicates that you may apply for:
- an equivalence arrangement to be approved, or
- a dispensation to be granted.

System Operator Register
To apply for a dispensation or equivalence arrangement, you must first gain access to the System Operator Register as an Asset Owner. Follow the instructions to register on our Operations Customer Portal here, where you can also find some guiding documents for navigating the application.
The System Operator Register records and provides public access to:
- draft decisions for granting dispensations and varying or revoking dispensation and equivalence arrangements – the System Operator sends these draft decisions for consultation with the industry. Consultations last 10 business days. Registered users can make submissions on draft decisions by first registering here.
- final decisions granting the above.

Once you have submitted your application, we will assign internal resources to review and process your application. Expect one of our System Operator engineers to contact you should your application need further information or clarifications. Once we have processed your application, we will notify you of the outcome. Note that there is a fee for this service.
